PIP Mobility and Motability After a Care-Home Move

A care-home move can change PIP daily living but not always mobility. Check funding, the 28-day rule, reporting duties and any Motability lease.

A move into a care home does not have one automatic effect on Personal Independence Payment. The outcome depends on which component is paid, how the placement is funded, time already spent in hospital or another institution and whether stays are linked. Under current Great Britain guidance, the daily living component can stop after the relevant period when accommodation is publicly funded, while the mobility component can continue in a care home. A Motability lease depends on the qualifying mobility award, so the benefit office and Motability must receive accurate changes.

Record the funding decision and admission timeline

Collect the PIP award letter, council financial letter, NHS funding decision, care-home admission date and recent hospital dates. “The council is involved” is not precise enough: establish who meets the accommodation cost and whether the person is fully self-funding. Note temporary, respite and permanent dates separately.

Publicly funded and privately funded placements can affect components differently. Review how disability benefits interact with care costs and funding, but use the PIP-specific rules for a working-age claimant. Attendance Allowance and PIP are not interchangeable.

Separate daily living from mobility

PIP has two components. When public or local funds meet care-home accommodation costs, the daily living component normally ceases after 28 days under the current rules. The mobility component can continue during a care-home stay. A person paying the full placement cost privately may be unaffected by this care-home restriction, subject to their individual entitlement.

Do not stop a direct debit or surrender a vehicle merely because someone says “PIP stops in care.” Ask the PIP enquiry line to confirm the component, effective date and reason. Retain the decision notice and challenge instructions if the facts or date are wrong.

Count hospital and care-home periods carefully

Hospital rules are different: both PIP components can be affected after the relevant period in an NHS hospital. Certain hospital and care-home periods, and short gaps between them, may be linked for counting. A person transferring directly from a long hospital stay could therefore reach a payment change sooner than a family expects.

Create a calendar with admission, discharge and overnight locations, then provide it to DWP. Do not calculate solely from the care-home move date. If the claimant is in Northern Ireland, use the Department for Communities process rather than assuming DWP administration, while checking the corresponding rules.

Report the move before payments become an overpayment

GOV.UK instructs PIP claimants to report going into a hospital, nursing home or care home. Contact the correct enquiry line promptly and provide the address, admission date, funding arrangement and any hospital history requested. Record when the report was made and the reference or copy.

A move itself does not necessarily mean the underlying disability needs have improved; report funding and residence facts accurately without suggesting a clinical change that has not occurred.

Review the Motability lease as its own contract

Motability customers exchange a qualifying mobility allowance for a lease. If the enhanced mobility award continues, the lease does not automatically end solely because the address becomes a care home, but practical and scheme conditions still matter. Tell Motability about the new address, usual drivers, vehicle location and any change in how the vehicle is used for the disabled customer’s benefit.

If the qualifying award ends or is reduced, contact Motability immediately for the current transition process and return arrangements. Do not sell, sublet or leave the vehicle with someone whose use is unrelated to the customer. Ask how adaptations, advance payments and insurance are handled.

Decide whether keeping the vehicle still serves the resident

List actual journeys: family visits, medical appointments, community activities and trips home. Check secure parking, driver availability, wheelchair transfers, insurance and whether the resident can participate. Compare the cost and flexibility with community transport, taxis and the home’s vehicles.

Use the care-home directory to compare transport and access arrangements when choosing a placement. A continuing mobility award belongs to the claimant; the planning question is how it supports their mobility needs, not how relatives can obtain a general household car.

Check connected benefits after the decision

A PIP change can affect premiums or additions within other benefits, and a move can affect housing support or council-tax arrangements. Give the revised PIP notice to a qualified welfare-rights adviser for a complete benefit check. Review the Pension Credit and Council Tax changes around care where relevant to the household.

This is an administrative review, not a reason to decline appropriate public funding. Compare the whole care budget before choosing a funding route, and use current official decisions rather than old rates or another resident’s outcome.

Confirm who is allowed to manage the claim.

A relative is not automatically authorised to discuss PIP or make decisions. Check whether DWP has recorded an appointee, whether a power of attorney is relevant, and where correspondence will be sent. The claimant should remain involved as far as possible. Tell the care home which person handles benefit letters, but do not allow ordinary staff access to bank or claim details beyond their role.

Review incoming payments against the decision date. If money continues after an expected suspension, contact the benefit office rather than spending it. If payment stops unexpectedly, request the written reason and consider mandatory reconsideration within the stated time.

Does PIP mobility stop after 28 days in a care home?

Not under the general care-home rule: the mobility component can continue, while publicly funded accommodation can stop daily living after the relevant period. Hospital stays and individual circumstances can alter the timeline, so obtain a formal decision.

Can a fully self-funding resident keep both PIP components?

Current guidance says people who fully fund their care-home placement are not affected by that public-funding restriction, subject to continuing entitlement and other rules. Report the move and funding basis so the authority can decide correctly.

Does a care-home move automatically end a Motability lease?

No automatic assumption should be made. The lease depends on the qualifying mobility award and scheme conditions. Report the address and use, then ask Motability for a written explanation if the award or practical arrangement changes.
