The thing Australia actually gets right
In most countries, a resident going to hospital or staying with family is a grey area buried in a contract. In Australia it has a name and a structure: it is leave, and there are two kinds. Knowing which one applies is the difference between a bill you expected and one you did not.
The two kinds of leave
Hospital leave
When your mother is admitted to hospital, that is hospital leave. The place in the home is held, and the arrangement is designed so that a hospital stay does not put her residency at risk — however long the admission runs.
Fees continue during leave: the basic daily fee and any means-tested care fee keep being charged, and accommodation payments continue, whether she pays a daily accommodation payment or has paid a refundable deposit. That is what holds the room.
Social leave
Time away for any other reason — Christmas with the family, a fortnight at her son's place, a holiday. This is capped: a set number of days per financial year, commonly 52. Within the cap, the place is held and the usual fees apply.
Beyond the cap, the arrangement changes and the resident can be charged an additional amount for each further day away. That is the point that surprises families in the second half of the financial year, after a few weekends away that nobody was counting.
The one question that saves the argument
Because the two are counted differently, the question to ask is not "can she go" but:
"How many social leave days has she used this financial year, and is this absence being recorded as hospital leave or social leave?"
Ask it every time. A stay that begins in hospital and continues at a daughter's house while she recovers may cross from one category into the other, and if nobody records that boundary correctly you find out from an invoice.
The email to send on day one
- "Is this being recorded as hospital leave or social leave, and from what date?"
- "How many social leave days remain for this financial year?"
- "What fees continue during the absence, and does anything stop being charged?"
- "Please invoice showing the leave days separately."
Give the admission date and the ward. This email is what lets you query an invoice next month with a document rather than a memory.
Tell Services Australia too
A hospital admission can affect pension and supplement arrangements, and the means-tested care fee is calculated from an assessment that assumes certain circumstances. Report the admission, and report the discharge — not reporting does not preserve anything, it creates a debt that surfaces later.
If her circumstances have genuinely changed — a partner's situation, assets, income — ask for the means assessment to be reviewed rather than waiting for the annual cycle.
The trap on the way back
There is a second critical moment, and it catches families unprepared: at discharge, the home says it can no longer meet her needs, because she is coming back frailer than she went in.
Get ahead of it. Ask during the admission for contact between the ward and the home's clinical manager, ask the home in writing whether it foresees difficulty in taking her back, and have the hospital document her actual care needs. Ten days' notice is a completely different situation from discharge day with transport already booked.
Use the moment to ask for a care plan review as well, and — if restrictive practices or new behaviours are being discussed — for a referral to the free national dementia behaviour support service before anything else is decided.
If the invoice is already wrong
- Query it in writing, quoting the leave dates and the category. Pay the undisputed part so the query stays clean.
- Ask for an itemised statement. One that does not separate leave days is grounds for query on its own.
- If nothing moves: an aged care advocate, free and independent, then the Aged Care Quality and Safety Commission. Both cost nothing and change the tone.
The practical point
Know which kind of leave this is, and how many social leave days are left before you plan the next family visit. Report the admission and the discharge to Services Australia. Ask for leave days to be shown separately on the invoice. And prepare for the return before it arrives.
